YES, it is!
Chump’s strategy is... the more elite level talent he loses to Clemson in recruiting battles, the better chance he has of picking up a Transfer Portal guy down the road. (Cycling out/Cycling in)

Muschamp lets Clemson get all the elite out-of-state talent, so that he can pick up the in-state three star talent and claim that he “won the state” in recruiting!

It appears the AD there thinks it does! It also gives their fans a tiny glimmer of something to get excited about during the offseason, until the season starts of course.
