The way I see it is if you are one of the top 4 seeds (1 in each pool) and everyone is 1-1 you advance because you are the highest seed in the pool. Basically beating the opponent who wins their game in your pool advances you to the semis.

To understand the statement, I need to know if the rocket was given Anastasia prior to the Surgery... Also, is it very expensive to perform rocket surgery that would give it a leg to stand on.
