Because he wasn't out of bounds

No part of him had touched down out of bounds when he touched the ball after he fumbled.

He didn't touch down out of bounds until the split second after he touched the fumble.

I figured it must have to do with him being on the NCState

Rule states that the player has to touch out of bounds, not be on an out of bounds official or another player. The rule seems a bit vague and probably needs to be touched up in the off season.

On the replay, I thought that his arm and the ball itself touched the ground prior to the fumble.

Watched it. He never touched the ball while out of bounds

or after going out of bounds and neither did the defender. Bryant's forearm never touches the ground while he is in possession of the ball.

It was the proper call. What was weird is that the ball didn't carry out of bounds but just sat there calling out for someone to come and get it.

His wrist touched but not the forearm.

wrist and had do not = down

Correct call

Bad ball security

Tough break that the ball didn't carry with MW out of bounds
