Higgins' team plays in Vols' indoor facility a violation?

How is this not a violation?

Five-star wide receiver Tee Higgins and his Oak Ridge (Tenn.) High School team wrapped up spring practice Friday night with a scrimmage against Seymour (Tenn.) High School inside Tennessee's Neyland-Thompson Sports Center.

The 6-foot-4.5, 188-pound Higgins, a former Vols commitment, made the most of his limited work during the scrimmage, making at least a couple of highlight-reel plays.

He started with an impressive catch and run on a bubble screen during which he cut across the field and broke several tackles on the way to a big gain.

Higgins later re-entered the scrimmage long enough to run down a deep ball down the right sideline, go up over two defenders to make the catch and race into the end zone for a touchdown, as shown in this clip from Courtney Lyle of WBIR, a GoVols247 partner.

A player can scrimmage anywhere as long as its a team invited event. They do this every year in Knoxville and surrounding counties for spring football. For the last 15 yrs or so in early July they have noncontact flag football invitational with quite a few local high school teams.
