Help me understand the BSC

Ok,correct me if I'm wrong on any of this.

First,More than 2 teams from the same conference can't go to a BCS bowl, correct?

Next,heres where it gets tricky...I thought you had to be in the top 14 or 15 to land a BCS bowl,is that correct?

If so...how did N Ill and Louisville get a BCS bowl?

Finally,the 4 team playoff...does that start in 013,or 2014?

Playoff is 2014. I'm not sure about the whole NIU thing. Conference champion might have something to do with it?

NIU got in because they were in the top 16 while being ahead of 2 BCS conference champs (Louisville, Wisconsin). If Louisville and Wisconsin were ahead of NIU then they would have to have been top 14 to get in a BCS game. Louisville got in by being the Big East champions.
