No such thing as a tie goes to the runner. You are either out or safe.

As for the umpire's actual call, yes - the runner is either safe or out. But - before the call is made, the umpire can see one of three scenarios:

* Definitely out
* Definitely safe
* Tie - by virtue of the runner touching the bag at the same instant as the ball arrives in the glove - or the fielder touches the runner with the ball either in his hand or glove.

If the umpire sees the third possibility of a tie that he can't resolve as a win to either side, he must call the runner safe. It has always been that way. A tie in the eye of the umpire is called in the runner's favor.

Either way, with the speed kier has, he shouldn’t have so much of a problem stealing bases. He must not be getting good jumps. College catchers really shouldn’t have much of a chance against someone with his speed.

Yeah I’ve wondered what’s up with his lack of success stealing as well. His perfect game review in hs had him at 99th percentile 60 yd and 98th in the 10 split and projected massive success stealing bases. Maybe his injuries are the issue.
