First Down Time Outs?

Noticed numerous times last night that the clock kept running after first downs. Did I miss some rule change?

Starts back as soon as chains are set. The chain gang last night was highly efficient I guess.

Idk the answer, but they try to speed up the game every way, except cutting the commercial breaks and the length of the commercial breaks. They use to be two minutes, now they are 3.
