no stranger than our starting tight end being #16
Used to be:
Ends -80-89
Tackles 70-79
guards 60-69
center 50-59
Quarterback 10-19
Tailback 40-49
Fullback 30-39
wide-outs 20-29

Then came single digits and 90-99
Mostly qbs wore single digets
90-99 defensive line
linebackers 50-69
defensive backs 1-49

It is a little strange but there are no regulations in NCAA except for OL. When get to the NFL different story. Some of them might change numbers after freshman year too when other players leave.

That's correct. The only firm rule is that the five interior offensive linemen have to be between 50-79. If a 50-79 player takes an end spot (i.e. replace a TE or WR with an extra blocker), they have to inform the ref before the play. Also, since college teams sometimes give the same number to two players, only one player with the same number can be on the field at a time. Beyond that, just about anything goes

Kelly and Chalk both wore those numbers in high school. Definitely not normal numbers for those positions, but if they can play I don't care what the wear. Remember Devin Gardner switched to #98 as a quarterback at Michigan since it was a retired number and he was given the honor of wearing it.

When a Number is Retired, It Should Stay Retired

Okay, I am probably in the vast minority here, but I will say it. When a number is retired, it should stay retired. If anybody ever exited the dugout in a Braves uniform wearing #44 or in a Yankees uniform wearing #7, the world would come to an end. I didn't like it when they did it for Deshaun (even though I am a huge Deshaun fan and just posted a comment about how he, CJ and Steve Fuller are all cut from the same cloth of unassuming superstars that I have had the absolute pleasure to watch), and I certainly don't like it now for Tevian and CJ's number. I know. Fuller and CJ don't care and are gracious enough to say "yes" and it is an honor to reflect back on their retired numbers with a patch. But, as a fan, I don't like it. Again, not a comment on Tevian or Deshaun. Huge Deshaun fan and I expect to be a huge Tevian fan. But, if you are going to retire a number, then retire the dang number.

as much as I hate to give UNC Basketball any credit, they did the number thing right. When your # goes in the rafters at the dean Dome, technically it is your jersey that is retired, not your number. Retiring numbers is a big problem in Basketball because there are a limited number of legal #s that can be used. So you retire the jersey. Not a big deal in Baseball because there aren't many on a roster. In football with 85 players, you already have duplicate #s on offense and defense. You also get into what is legal for what position especially on offense. Therefore retiring numbers instead of jerseys eventually becomes a problem. Retire the player's jersey, not the # and put a special patch on the new guy's shirt. I agree that a retired Jersey # should only go to a special player. Now what if we get a commitment from a # 1 in the nation Offensive lineman who wants # 66? I know it was the "Frige's" # but it was retired because Banks McFadden wore it. I know Banks has passed, but I spent 4 years with him while I was an equipment manager. I know what he would say. "Give him the #"

JMO, but no number should be retired. Some kids are so adamant about the number they wore in HS that they won't come if it isn't promised. Silly to me and to many of us, but So are tatoos, and I'd hate to have lost a DW or a CJ just because a number they wanted wasn't available and no one else was wearing it.
