If SC hired Beamer and announces it...

.... in the next couple of days, then the public will never know, but will certainly speculate, if he was the #1 choice all along.
If the AD did his job he started vetting candidates way back in September and started some serious vetting a few weeks before firing Muschamp.
So, it could be that he had a list of folks and determined that Beamer was his top choice. Or it could be that he had a list of candidates and Beamer was 4th or 5th, but everyone above him didn't want the job.
We'll never know.
But, if he takes another two weeks to announce the hiring, then it will be much harder to convince - no matter how hard he tries - the fans (of either SC or Clemson or any other team) that Beamer was his #1 choice all along.

They could have been offered the job and turned it down.
They could have been told by USC, "Sorry, we've got our guy."
Or, they could be saying, "I'm not interested" right up until the day they sign the contract.

If I were the AD @ South Carolina I would hire either Napier or Beamer, give him a 7 year contract, start with a modest $3m salary with built in raises after years 3 & 5 and annul bonuses based on performance, including wins, academics, & discipline.

The fact that literally no one else wants to hire Beamer makes me feel he was much higher on our list than he ever should have been.

If scar is going to hire Beamer, I expect a big announcement during the week leading up to the Tiger/Vtec game. The coots would love that. If an announcement is not made then, I it may not be in the works.
