ball "forward" into the end zone for a TD? I thought the ball was brought back to point where fumbled.

but college just views it as a play. CFB basically says that 4th down is different because you have nothing to lose by "fumbling forward" if you are short of the line to gain. Thats why the fumbling guy has to be the one to recover a forward fumble on 4th down or it goes back to the spot of the fumble.

Musburger specifically called this out, saying something to the effect "for all you NFL fans, in College you can recover an offensive fumble in the endzone for a TD. They only pull it back out for fubmles on 4th down."

Seems like an arbitrary rule, but heck lots of stuff about football is completely arbitrary.

If the runner is short of the line to gain on 4th down, they have nothing to lose by intentionally fumbling forward. If your guy recovers it, its a 1st down. If the other team recovers, no big deal you were going to turn it over on downs anyway. On 1st through 3rd down, there is too much risk to intentionally fumble.

They couldn't call a penalty for an illegal forward pass, so they changed the rule for 4th down.

on 4th down, any forward fumble must be recovered by the man that fumbled it, otherwise it goes back to spot of the fumble.

It was 3rd down so it is allowed according to tv analyst.
