down may not return inbounds during the down (Exception: This does not

The ND player that recovered the ball ran out of bounds on his own then recovers the ball

They saw what we saw in that video but they couldn't make a call regarding that rule unless it was called on the field and they saw someone push the ND player out. I'm not sure the video definitively proved that the nose of the ball was out.
It's called a dilemma. They wanted to make things right within the bounds of rules. The only thing they could do to make things right was call the ball out of bounds.
