So who are these "outsiders" stirring the pot?

My suspicion - and early evidence - seems to indicate it's actually coming from two primary (and strangely opposed) places - Antifa on the far left, and from white supremacist groups on the far right.
Not all riots are instigated by outside forces, but what we seem to be seeing a lot of is this: protests erupt in neighborhoods of color. They stay peaceful for awhile. Then later on, a lot of mostly white guys the locals don't recognize show up and stuff starts escalating in a hurry.
Apparently in Minneapolis there was a lot of message-board chatter on white supremacist sites urging their membership to converge on the cities.
There weren't those indicators on Antifa sites, but there also wouldn't be. Antifa also isn't organized that way. They're already pre-built into different cells, and they talk to each other mostly over SIGNAL, a cross-platform encrypted message service. If you don't have the end cyphers you can't hear them. So Antifa's going to be a lot stealthier than the Neo-Nazis until they pop.
But they're much like the white supremacists in one key aspect: chaos is their element. They share the Littlefinger-from-Game of Thrones belief that "chaos is a ladder, and we will use it to climb ever upwards." They wait for moments of strife and civil conflict...and then lob in the Molotov cocktail.
They just want to use it for entirely different causes. Antifa's obvious bag right now would be to amplify the chaos to put even more pressure on militarized police departments (which, admittedly, is a legitimate goal, even if the means are disgusting) and to try to destabilize the country going into election season...which I think we would all agree is a lot less noble. But the more out of control the country gets, the more people turn away from ineffective leaders...and trust me, Antifa is more than politically savvy enough to know that. Antifa's at base a bunch of revolutionaries...and history indicates revolutionary leaders are usually (secretly) aspiring aristocrats themselves.
The white supremacists seek to amplify the chaos for a much more basic reason. They're waiting with baited breath for that race war, even if they have to give it a push themselves, kind of like Charlie Manson's crew tried to do back in the day. The more racial tension and chaos happens, the closer they are to that day when they get to wade out in the street and do the kind of violence they've always wanted to do.
Just my .02, but it explains the proliferation of white-guys-starting-crap we keep seeing in all these protests, and why we've seen "violent protestors" target both Fox News crews and CNN, which just left me scratching my head, initially. And the cops increasingly seem to be thinking it too:

Most of the white instigators that I have seen on tv match the description of Antifa.
Early to mid twenties, misfits, white, and live in their parents basement.

I hate to break it to you, but that’s the same demographic as the incels that spend their lives watching Tomi Lahren YouTube videos and posting Pepe the frog memes on 4chan.

Strange that you’d like to make sure that antifa is holding the blame instead of white supremacists when all evidence points to both.
You don’t have to take sides on every development. Sometimes it’s best to sit back and observe before drawing conclusions.

I see many (seems like mostly) people of color burning vehicles, breaking into and looting businesses. The anarchists I’m seeing at the riots in every location are a diverse group. Right now they have their chaos because if law officers and the national guard used the force necessary to control and stop the chaos you would have your desired outcome and scream police and military brutality.

I don’t have any evidence for this, but it just seems to me that blaming mystery “outsiders” is a convenient way to excuse despicable behavior of your own populace. It also opens the door for internet truth warriors to start screaming things like “George Soros!” And “white nationalists!” when they really don’t know anything either.
The reality is likely far less sinister and conspiratorial, and far more sad and condemning of our own neighbors.

See I’m pretty sure the out of state arrests thing is a rumor. In fact, the Minneapolis mayor that originated this rumor walked back his statements yesterday.

I should add, Trump also tweeted and made up some number like 80% too... which, of course he did... but there’s only evidence to the contrary that I’ve seen actually reported so far.

principle that the left and right do not exist on opposite end of a spectrum, but at the top of a circle, sharing the same goals and methods, differing mostly in name. We can think those two groups are not us, but they actually are. As we polarize, and we allow that to become partizan politics, and we allow parties to not merely include in their elected ranks people who until recently would have been extremist, but give them platforms and status, we are creating the place for those two groups. They are us, like it or not.
And maybe the FBI could, oh, I don't know, infiltrate and stop these types of clearly illegal groups rather than trying to determine elections. The type of organization required for this weekend to happen didn't just happen overnight, and it didn't happen out of sight. Somebody who is supposed to stop this, didn't.
