Unfortunately, he might be right. The crown of the helmet trumps everything I think. Reviewing the play will be a problem for VT.

The targeting rule has 2 parts:

1) A forcible hit to the head/neck area of a "defenseless" player (example: receiver as he is catching it, QB right after he passes) with ANY part of the defender's body

-OR-

2) A hit to the head/neck area of any player with the crown of the helmet

No ref is making up the rules. They are enforcing them as written.
