NIL-can the schools pay it or not?

Are the schools prohibited from paying the players for use of NIL? If not, it seems like the best solution is for the schools to include an exclusive use of the player’s NIL in the letter of intent and just buy them out. Highest bidder wins and the player is not distracted by seedy offers and agents as long as they are in school.
