when using the word "authority," there are a lot of modifiers you can use. Broad, legal, and Constitutional is a great one! Here are two adjectives that should never be used here for "authority": TOTAL and ABSOLUTE. Put the words out of your vocabulary.

With the executive office over the past few presidencies. From a gradual build with Clinton and continuing with Bush and Obama, we've seen the EO given too much authority. Trump is showing the truly ugly side of this.
It has to end.
