finding his groove.
Two things you misled on:
1) He doesn't trust Donald Trump. Polling shows most people agree with that. Biden, and most people, trusts science and scientists and experts. In order to give people confidence in a vaccine given Trump's dishonesty and pressure, He suggested a very reasonable plan based upon scientific rigor, input, and the transparency of the process to restore the confidence Trump has squandered.
2) Regarding the mask mandate, he said that his legal team tells him that it would be legal to implement a rolling mask mandate based upon the levels of outbreak in different areas of the country in an attempt to limit the spread, but that legality would have to be determined. If not, no mandate, but he would at least use the bully pulpit to encourage their voluntary usage.
He had a good understanding of the situation and the science and emphasized that everything would be science-based, which seems perfectly reasonable to me.
