Early Enrollees participating in bowl practice at UGA

A friend of mine pointed out to me an article saying that certain early enrollees were practicing with the team. I've never heard of this. Two were coming from "Post Graduate schools" such as Hutchinson CC and Georgia Military School, but one was Clay Webb. Does anyone know what the rule is here. I suspect Dabo is not interested in bringing EE in to practice when we are preparing for the playoffs.

an incoming player can practice during an “official vacation period” immediately before initial enrollment as long as the student was accepted by the school in a regular, full-time program of studies, isn’t still enrolled at their previous school, and is eligible under school and NCAA requirements.

Don't see how Webb has graduated high school yet? When does the semester end in Alabama or do they just say here's your G.E.D. (Good Enough Diploma) go live life!

So, exactly when does a player sign in order to participate, if signing day hasn't arrived yet? I know you can't participate in a formal practice while on a recruiting visit. Is there a 'letter of intention so sign on signing day'? Like a promise?
