I was thinking along those lines. Like a silent commit to one school, so the situation would be like "I'm going to go to school somewhere else, but not let the other school formally know yet".

They do this to get the extra attention from the schools they visit. Some schools will not invite a kid if he is committed because they can only provide so many official visits. They will pass on a kid to get one that is not committed.

I met a girl on AOL chat. We chatted for weeks. She worked at the mall. We finally decided to meet, so I can to Belk's (or where-ever). I went towards where I was supposed to meet her, saw her in person, and left immediately. Boom, I silently de-committed. (Never effed with AOL chat again either).

to not tell the team you are pubicly committed to that you might not sign with them would be a pretty low rent thing to do.

Its not like the school can say publicly if someone is committed or not. So the only way folks know that a kid is going to a school or not is if they tell. So sure a prospect could just not tell recruiting services that they are no longer committed to a particiular school.
