Pitting 50 states against each other, having them beg for his help like they were on the apprentice is the charge.
Is he guilty or innocent? Without any evidence, the claim seems dubious.
If true, this kind of maneuver would make even Machiavelli or Sun Zu look like chumps. You have to wonder if he would have thought of that himself though, or if that was Rudy's suggestion.
I can see him saying something like, "you drop the lawsuits, I'll ship the ventilators."
But he doesn't seem to mind letting the states fight it out on their own, and that itself creates more problems. Chaos isn't a solution.

other states won't be able to get them after NY's apex (Cuomo said he'd pay to ship them wherever they need to go), then the only reason they wouldn't be shipped anywhere is because New Yorkers still needed them. Then the discussion becomes "is a Nebraskan more important than a New Yorker, or not?"
Not employing them when they're desperately needed today is more than a little bit fucked up.

Agreed. That's why Trump should have invoked the Defense Production Act 3 weeks ago and had companies re-tool and start churning them out. People will die without them.
Trump still hasn't invoked the Act, but said he will in "a worst-case scenario". I'm not sure how many dying for lack of ventilators and medical supplies is required to qualify as "worst-case".
