He doesn't like truth and he doesn't like truth tellers. It makes it hard for him to lie effectively and for his minions to pretend it is real. Plus, he knows the numbers are bad compared to other countries.

So, yes, I think he understands that, but creating a false narrative space for his lies to find a foothold is the more important concern for him.
