if you think the failure to act had nothing to do with putting football above moral responsibility. The revenue and prestige associated with the football program would have been compromised, had they taken full action at the time. By stepping in, the NCAA made the statement that the football program had a responsibility to take action, and because they didn't, will suffer the consequences. Had a professor done it, I'm sure that school or program would have suffered similarly.

No it wouldn't have. They're still recruiting 15th even after the Freeh report was released....

They covered it up to protect their reputation not the Universities'...

Then they are quoted in emails as declining to fully notify the board in order to maintain their unchecked power.

And at the point the board received any information, and the board was given a glossed over report of the initial event early, the board became guilty of not proceeding with an immediate independent investigation and continuing to allow the men at the top to wield such unchecked power.

If PSU would have acted immediately instead of waiting 14 years, their reputation would have been intact. Whether it was murder, embezzlement, drinking and driving, or running a stop sign - a coverup is a coverup is a a coverup. It is not the NCAA's role to determine severity of criminal cases, especially considering it has not yet run it's course.

The criminal process will separate the severity of the situation. It is not up to the NCAA to decide what is severe and what is not. That is for a court of law to decide.

But it's not up the NCAA to draw the lines and decide severity in a criminal case. The responsible people will be properly punished by the legal system, and PSU will suffer major monetary punitive damages as well.

would potentially damage recruiting and the pile of money that pours into Penn State every year, then yes, the NCAA would be involved in it, just as they should be involved when the university lets Joe Pa continue to run his summer camps rather than admit that one of the older statesmen routinely on campus and in the showers is actually a pedophile.
