I think most scouts are waiting to see his 40 time

If he could get in that...4.55 range, he'll be fine. And may get him inside the top 10.
Now, not that a 4.6 would kill him. But that 4.5 range would go along ways.
And a 350 lb bench isn't bad either.

Thought his vertical would have been a little higher than t30 for wr. Then again I have no clue if that's good or not.

I just know he's the best!

His vertical wasn't super, but, his vertical, combined with his height and arm length puts him over the top of just about any DB. That is what NFL Scouts are gonna like.

How are the hands measured?

If tip of outstreached thumb to tip of little finger, none of those measurements seem large. They look a lot larger than that when stretched around a football.
