Actually there were two that they could have flagged but nothing was thrown. They get away with it all.

The running back lowered his head and barreled right on to the DB on a TD run. Should have been called.

As defined by the rules it can actually and should be called both offensively and defensively.

For the offense, if the ball carrier uses the crowne of the helmet as a weapon it is targeting. This is the way I have heard it verbalized.

Hardly ever called but needs to be if they are going to call it on the defense.
