Very simple solution to this

3 deserved teams - #4 is controversial no matter what

#1 CLEM gets a bye
#2 OKLA v #3 UGA

as 1 and 2 get a bye and they get to host the 2nd round games at their school. Only the first round and championship games are at neutral sites.
