to be a club/secret society, sort of like the Masons. Even so far as secret handshake and symbols. Apparently Frank Howard wasn't so keen on the idea and simply wanted a "club" that anyone could join so long as they kicked in 10$ (I Pay Ten a Year)
You have to keep in mind that "clubs" were a big deal at that time. The American legions, Elks, etc., were in large part clubs you had to "join". If someone didn't like you they could simply blackball you by secret ballot.

Nothing like the Banhammer. Black balling is when certain people talk as much junk about you as possible to try and stop you from getting jobs, from joining certain organizations, just what ever they can do to cause you grief. Most of the time they won't let telling the truth about you get in their way. All is fair when the black ball is aimed at you!!!

All of the acronym meanings are correct but the blackball meaning goes back to Masonic ritual of bringing new members in. The Masons voted with a white and black marble. If you wished to join and were brought up by nomination and received a blackball in the voting then you were not eligible for membership. If all marbles were white, you were considered for induction.
