They certainly don't seem to understand the criteria. If they do, they are afraid to enforce it.

PI is ignored more often than not, and it's enforcement

is totally random and wildly inconsistent. This posession/game you may be the beneficiary, the next you are the victim, with no gaurantee it will balance out over time.
