and it's not a gotcha question, it's legitimate. Who runs the polling places where these black voters are waiting in longer lines?

I live in a county where I am a minority. I had no wait. But in the early voting process, lines differed from polling place to polling place.

The county elections board (bipartisan) has jurisdiction over the department of elections, and in turn, the secretary of state's office provides oversight over all counties, including maintenance of the statewide voter registration database.

To me, it makes sense that the risk of longer lines may occur in higher density areas. It's easy to set up and operate a polling place effectively in a county of 10,000 residents, rather than a network serving 1,000,000 residents. The problem is magnified when there is a huge turnout (like now), which is actually running fewer polling sites today than in 2012:

States like ours seem to think that the best way to address this disparity is to leave operations at the county level, except where counties try and get creative... then the hammer drops. As an example, you can read about Alabama's Secretary of State banning curbside voting, which was upheld by SCOTUS:
