have been, regardless of whether you have Location Services turned on. Location Services is an API that surfaces geolocation for applications. The hardware on your phone still pings cell towers and can be triangulated within feet of where you're standing.

google knows everywhere i go. even with phone turned off

when you turn the phone on, it sends all location data to google when turned on during time it was off
