Complete realignment, no computer, no committee; just win. Here’s how it would go:

Start with just 128 D1 football teams (there are 129 now I think)

2x 64-team leagues (power 5’s are about 64 already)

4x 16-team conferences per league (geographically-based using current alignments and breaking up the Big12)

2x 8-team divisions per conference

division winners play in a conf championship game (whole record counts, not just conf record)

4x conference winners make up the CFP teams for each league (there is a playoff and champion for both the UPPER and the LOWER league)

Using this format keeps the same 15-game maximum we have now but inherently builds in an 8-team playoff.

Here’s the interesting part:
At the end of the season, each division winner in the LOWER league moves up while the last place team in each division of the UPPER league moves down (this is how you give UCF and Boise State a shot)

Because all games count towards division titles, some scheduling rules are needed:
12-game regular season with 8 conf games minimum and 2 cross-league games maximum. Each team keeps one perpetual rivalry partner regardless of league/div/conf. OOC scheduling can’t be done more than 3 years out and must match with a team that finished in the same respective quartile of its own league. Teams keep a large percentage of TV revenue from OOC games to favor schedule high profile or evenly matched events.
