Just guessing, but if he returns and does not enter the draft, there would be no loss of value and thus no claim against the insurance policy for the current year. If he enters the draft, he would have to prove there was a loss of value which may be difficult. I would think he would have to buy a new policy for the 2020 year.

That letter from his father is full of poor verbiage. The insurer is "Lloyds" of London and not "Lord" of London, plus there are other mis-use of words making the letter suspect.

The question now becomes, was that because of the injury. If not, there is no diminished value claim.

The father is also basing his suppositions on an informal/subjective evaluation (without the benefit of objective statistics compiled during a combine or series of workouts for NFL teams).

Again...no concrete proof of actual diminished value. Just conjecture, speculation, and mindless attorney rhetoric.
