Duke Energy Carolinas filed an application this week to increase rates.

If the state legislators implemented open competion for electricity purchases, this crap would stop. The 4th highest costing utility in Chicago (ComEd) is now less than Duke Power because Illinois is an electriciry open market state. Any company that can get the power produced and onto the wires, can sell it. And as a customer, you can buy it from whoever serves your area or just stick with the existing utility.
