Treat everyone fairly. Apply rules evenly. Monitor their rules closely. Enforce all of their rules.
Things the NCAA does well:
Protects their income for their "nonprofit" organization. Remembers who keeps them afloat.
The NCAA screws up a ton of stuff, but if there is ever anything they will do correctly it is make more rules to protect their control of collegiate athletics. I expect them to think through this very carefully before making their final ruling.
I wish more people were able to see it like this instead of jumping straight to "College football is ending. Oregon and Maryland are about to take over the sport"
