He can not hear what the governor is saying, but he is interpreting. There is a team of 3 interpreters to interpret this broadcast. There are two women who are National Certified ASL interpreters. They can hear and are interpreting what Gov. Haley is saying to the Certified Deaf Interpreter, the man. Why do we need this? Well just like all state and all language users, there are some people who may not have formal training in a proper language. For example: folks who speak Spanish do not all speak the same kind of Spanish or formal Spanish that we are taught in formal classes. Same is the case for Deaf people. They all sign, but there are differences in different regions or education. So a CDI knows how to reach a wider group of Deaf People that may have different regional signs, educational levels, language levels, home signs, etc. This is why folks may look at him as being “out there” or “is he doing this right?” He is.
