It's definitely a term used in racist contexts. It's a stretch to say Sessions was being racist here, though. His statement is factually correct.
But one side won't admit it's a term used by racists. The other side won't admit that he likely meant nothing by his use of it. Round and round we go.

Obviously, I can see how somebody might use "Anglo-American" to mean "white [anglo] Americans." But it's a minority usage, and very clearly not how Sessions was using it here.
