in taxes (all else held constant) than previous years.

What matters is how much you pay in taxes, not the size of your refund.

the reasons some refunds are lower than in the past is the with holding tables changed.

Lower refund =/= more taxes paid though

Most people with a lower refund also paid less in taxes.

This would depend on if you live in an area with high State income and property taxes that were claimed above $10k. That is where people that did not plan are being bitten and crying.
