the TV contract/Ticket sales supported the program...as well as a host of non-athletic scholarships.

So...where is all of this federal money that comes with conditions?

The Athletic Department is a not-for-profit division

of a state entity. Its on state owned land, and ultimately reports to the Clemson Board of Trustees. The athletic staff and coaches are state employees. Where it gets its revenue is irrelevant.

A professor that gets more grant funding than his salary is still a state employee.

subdivision of the State of South Carolina. Clemson employees are employees of the State of South Carolina.

There doesn't have to be one dime of federal money for the Establishment Clause of the First Amendment to apply to Clemson employees. The Bill of Rights have applied to the states since adoption of the 14th Amendment in 1868. FWIW, the 14th Amendment was bitterly opposed by South Carolina and other southern states. Ratification was a requirement to regain representation in Congress.
