Best way to handle suggestions needed.

Next door neighbor got a dog. Technically it's her daughter's, who just graduated college, and will probably live with her Mom forever. Anyway, she's not cleaning up all the poops and they are right by my back porch.
I've known them for 18 years, should i just clean up and put in bag and leave on their back porch to send first message?
I hate complaining in person, already told her she needs to get gutter repaired this week, which she probably won't.
