If it is determined that it is not targeting why do they not waive the 15 yard penalty?

Because it was a late hit with targetting

In the event that it was ruled not to be targeting, it was still a late hit.

The rule had got to be changed. It should not be a senior’s last play of his football career. Especially if he is not NFL caliber.

Punishment should be amended for Bowl games. IMO punishment to harsh. Refs need more training on what a target call is.
