Only if the player is actually touching out of bounds. He was on top of the NC ST player which by rule, means Williams was not down.

he was near the sideline. Williams stumbled and in an attempt to regain his balance, the back of his hand which had the ball in it touched the ground. Shouldn't it have been blown dead there?
