I learned that a couple of years ago myself. I wonder if a team ever won a bid and didn't make the tourney?

you HAVE to bid to host, but you also more importantly have to deserve it. Some places just don't have the on-campus facilities to host, so they try to get a package at a nearby minor league stadium. Many Cali teams have to do that because they don't draw flies to their games. Somebody like College of Charleston also.

If two teams are pretty much equal on every level, the bid can serve as the "tiebreaker" in the selection.
