will just go back to doing whatever they've been doing instead of causing a big stir.

Never forget my Indian buddy's dad who owned hotels in ATL and always voted democrat. His reasoning was that crime and everything just seemed a little better when certain groups of people felt like the gov't was "looking out for them" and basically paying them off to stay in their little corner and not cause trouble. But it was more of the perception.

Maybe there's a little something to that.
