the ground temperature. So it won't "stick." Which means the roads will not be any more treacherous than if it's raining.

With the drivers around here, water is enough to threaten the upstate civilization.

Temps are often colder at the base.

A couple of weeks ago, it was about 20 degrees colder at the base of Mount Mitchell than at the summit.

reaches the ground...it hasnt thawed. It will still fall as snow. It wont stick at 35...however, evaporational cooling will come quickly and the ground temp will drop to freezing. Then it will pile up.

...it can be done, but it usually requires a convective situation.

Of course, if you're useing "degrees" as latitude, that's something else entirely...
