I believe over-the-top hats are associated mostly with the Derby. They do have a dress code for the rest of the season (no torn jeans, sneakers, halter tops) but she shouldn't need a hat unless she just wants to wear one for sun protection.

Even with the "regular" non-derby races, it's the "in thing" for the ladies to wear hats and dress up. Not all of them do it but plenty do. So if she's in the mood for it, she won't be the only one there wearing one. I'm a regular at the track so I speak from experience.

That is strictly a personal choice. If she wants to wear a hat, by all means do it. If she doesn't want to, do not feel like you have to. The great thing about Churchill Downs is that you have every walk of life represented there, side-by-side, enjoying a great day at the track. If you don't have a good time there, you have only yourself to blame.

They have the most complete dress code description on their website that I have ever seen. Have her google "Churchill Downs Dress Code". Hats are typically reserved for Derby so no.

No mention of when/when not to wear the hats. As I said, I go to Churchill Downs frequently through the summer. Probably half the women like to dress up including wearing the hats, others just wear basic casual clothing.
