I know these are partial-electronic times but 19 of the 48 that ran today posted under 4.5 (39.5%) so I'm not understanding what you mean?
Since 1990, the NFL has used the hand-timed-start / electronic stop method. Why haven't they institutionalized the laser timing method get anyway?
