Iptay letter clarification- ticket price and iptay donation

I am assuming that this letter just wants to know if opting out for 2020 season. Then a letter will be sent out about how many tickets we want or are allotted. If we get a partial allotment or just want 2 instead of 4 tickets...do you think they refund iptay price per ticket.for me $800.00 per ticket.. and ticket price for the 2 we do not want ??
