Why would the Gator Bowl take Wake over Clemson?

The bowls get to pick, right? It's not tied to the final standings of the league, correct?

even if that's still the case, Gator would take Clemson over Wake in a heartbeat.

Cheez-It Bowl selects before Gator Bowl.

Gator Bowl may be stuck with Wake Forest if Clemson is selected by Cheez-It Bowl.

That's my understanding as well: Cheezit Bowl has priority over Gator Bowl in choices. However, even when a Bowl has a priority, there appears to be some additional rules/understandings in play (e.g., if a school has played in the same bowl recently; some schools have a say as well, & may even want to play in a bowl that has a lower priority for a variety of reasons--never played in it before or recently, matchup with opponent is more desirable to school, and so on; etc.)
