Based on mortality outcomes only I'd say Sweden and Finland would be near the top. I beginning to think it is less about what the government is doing that it is about what the citizens themselves choose to do that is right.

Then you can chunk about half the countries on the planet because they can't/don't keep good death records. Then you have to question some numbers as well from developed countries. But the trend is definitely less deadly, even among countries who have done poorly at controlling it. Vaccines work. Stopped following cases a while ago. In SC I follow hospitalizations and deaths, and they're as bad here (or worse) than ever before. And Florida is worse.
