He obviously did because he got re-elected by double digits in a state where Trump won and Thom Tillis (R) got re-elected to the Senate. Cooper is pretty popular and has done a decent job, all things considered. The do-nothing's you refer to are the idiots running the Legislature, Phil Moore and Tim Berger.
