Struck out swinging. But the passed ball allows him to try to reach 1st before a throw when 1st base is open.

if the catcher drops the ball, they will pick it up and tag the batter or either throw to first to complete the out.

Do I have this straight? The batter swings at a pitch and misses. Catcher misses and the ball goes behind him. The batter can run to 1st no matter the count?

This is how pitchers can record 4 strike outs in a inning, which isn’t as rare as one might think. Happened almost 200x in MLB.

the things that are being tried to speed up the game, here we have a rule that slows the game DOWN if the batter successfully beats the throw after striking out, and the catcher drops the ball with less than two outs and first base open. If there ARE two outs, the batter can attempt to advance to first even if first base IS occupied. I just don't get the reasoning behind that ever being put in the rule book to start with. But, it has been there since 1845, per Al Gore's internet.
