Oh I'll be there and be loud, no doubt about that. Just trying to decide if I needed to wear a hooded jacket or could get by with a hat.

Last year, for the GT game (lightening delays) I had section UF row U. The rain rolling off the upper deck was falling on row U. So row R is still going to get wet

Row R is not high enough up. It is really only the last two rows or so that are really covered. The rain rarely falls straight down so you get wet even in those. Only options to stay out of the weather are the boxes or some of the West End Zone. There is a funky little shed area now behind the band that is also covered, but I am not real sure what that is.

We have seats on Row U and are dry 90% as long as its not a blowing wind

I am in UG row S and you will get wet. Not just rain but the dripping from the upper deck.
